Legislative Mandate & CoR Purpose
Under Section 26C of the Heavy Vehicle National Law, every party in the transport chain—including employers, prime contractors, loading managers, and drivers—has an active statutory duty to ensure safety by eliminating mass breach risks before travel [1]. This Standard Operating Procedure defines the mandatory 4-phase mass verification workflow required prior to every dispatch.
Compliance Plate OCR Scanning
- Launch the Right Weigh mobile application in the cab or dock office.
- Select "Onboard Asset" and point the camera directly at the prime mover or rigid truck modification plate (e.g. QLD Mod Plate or NSW/VIC RMS compliance plate).
- Verify that the extracted Tare, GVM, GCM, and Axle Ratings match the physical stamped plate.
Eliminates manual driver transcription errors. Synchronizes the vehicle’s physical GML envelope directly with Australian NEVDIS specifications, establishing baseline tare mass.
30cm Caliper Clearance Offsets
- Enter total pallet count (Standard Australian CHEP: 1,165 mm × 1,165 mm) and unit freight mass.
- CRITICAL RULE: Never flush dense freight directly against the front headboard without checking the tandem drive gauge.
- Use the tactile 30cm Nudge Calipers to shift cargo rearward until the drive axle indicators return to the LEGAL (Green) state.
- Forklift operators must leave the exact front clearance gap (e.g. 1.20 m) indicated by the visual deck.
Flushing pallets 0m against the headboard causes front kingpin overload, driving tandem axles into a Substantial Risk breach (5%–20%), carrying statutory penalties up to $3,650 [1]. A 30cm–120cm front offset restores static equilibrium.
Driver Attestation & SHA-256 Seal
- The driver conducts a physical walk-around: load restraint checked, curtains tensioned, container locks engaged.
- Driver enters their name and authorization number, then taps "Seal & Sign Manifest".
- The platform generates an immutable 64-character SHA-256 cryptographic docket and records it to the cloud ledger [1, 2].
Under Part 2.3 of the Evidence Act 1995, a pre-departure cryptographic seal provides non-repudiation proof that all reasonably practicable measures were taken before the vehicle entered public roads [1, 2].
Weighbridge & Inspection Audit Protocol
- When intercepted by NHVR Safety and Compliance Officers or State Police, open the sealed docket.
- Present the Tamper-Evident QR Code on the device screen.
- Advise the officer: "This load was pre-calculated and cryptographically sealed under HVNL s26C prior to departure. The ledger record is publicly verifiable at rightweigh.app/verify."
Officers scan the QR code with their standard mobile device. The public ledger immediately verifies the pre-departure timestamp, freight mass, and mathematical torque blueprint, establishing full Chain of Responsibility compliance [1, 2].
